NOSAC meeting on diving safety, MODUs, OSVs

The National ƶijϻ Safety Advisory Committee (NOSAC), sponsored by the US Coast Guard, will meet on 18-19 November in Houston.

Topics on the agenda include diving safety; OSV purpose and offshore workers; and training of personnel on mobile offshore drilling units (MODUs) and offshore service vessels (OSVs) working on the US outer continental shelf (OCS).

The last meeting was held 16-17 April 2014 in New Orleans.

About NOSAC

NOSAC meets twice a year, alternating between Houston and New Orleans, in addition to subcommittee and working group meetings.

There are three active subcommittees:

 Recommended Standards for Commercial Diving Safety on the OCS
 Recommended Standards for Safety and Environmental Management Systems for vessels operating on the OCS
 Marine Casualty Reporting on the OCS

There are 15 members of NOSAC, nominated by the Coast Guard and appointed by the Secretary of Homeland Security.  Committee members have expertise and experience in the offshore mineral and energy industries, and most serve a three-year term, with five members replaced or re-appointed annually.

Production: Michael Marcom and Grant Johnson

Drilling: Warren Weaver (Manager Regulatory Compliance, Transocean ƶijϻ Deepwater Drilling Inc) and Eugene Facey (retired, ENSCO International Inc.)

Support vessels: Nicki Candies (Director of Regulatory Affairs, Otto Candies LLC.) and Patrice Delatte (Director-HSE, Tidewater Marine)

Recent offshore experience: Jerry Dardar (ISM Director, SEACOR Liftboats LLC) and Charles Collins

General public: Robin C. Minturn (Senior Counsel, Chevron Shipping Co. LLC)

ƶijϻ facility construction: Phil Miller (HSEQ Director Gulf of Mexico, Subsea 7)

Diving services: William F. Crowley, Jr. (President, Aerospace & Undersea Support Services Inc.)

Safety and training services: Paul W. Liberato (President, Billy Pugh Co.)

Subsea services: David Hedgepeth

E&P on Alaska OCS: Barry du Moulin (Maritime Analyst, Cubic Applications)

Environmental protection, compliance or response services: John Garber
